Foil can lift for two main reasons.

1) it was soldered too slowly and the excess heat destroys the adhesive before the solder gets a chance to set.
2) it doesn't have a sufficient layer of solder on it. If it's just tinned, it has no stiffness,

Usually, if foil lifts, both of these causes are present.
